FOCUS ON RIGHTS IN THE PRACTICE OF PROFESSIONALS WORKING WITH ADOLESCENTS

To explore and understand the implementation of the Nacional Law of Integral Protection in Childhood 26.061 along with its provincial counterpart 9861, we will analyse the practices of professionals of the provincial organisation in charge of the
application of the said regulations considering that they, as agents of the State ought to guarantee the exercising and foil and effective enjoyment of the rights recognized by the Internacional Child Rights Convention. There will be an attempt to deal with the "how" of the institucional practices carried out by the professional teams of COPNAF (Provincial Council
for the Child, Adolescent and Family) together with the judicial discourse that organises their actions .. What do we mean when we talk of rights? What is the focus of rights? From a critica! theory, the right would not only be a collection of due norms sanctioned by the State, but also their context of production and application. The COPNAF presents itself to the
society of Entre Rios as a racional organisation, designed policy-wise for the protection of the child, the adolescent and the family, even though in practice the professionals work with urgent cases, constantly battling to construct innovative interventions that distance them from positivism, assistentialism and tutelage installed by a history of exclusion, confinement and supervision in a certain sort of childhood and adolescence. To incorporate the focus of
rights to public policies, they would have effect on the interventions of state agents, given that an important challenge to citizen empowering is the supposed leaning to equity in social situations that are markedly unequal.
